Following our article in July, on the financial contribution proposed for developments located within 6km of international protected areas located in North Kent, we report on two existing local authority policies for developments located within 5km of the Thames Basin Special Protection Area (SPA).
Woking Borough Council’s Thames Basin SPA Avoidance Strategy 2010 – 2015 relates to all planning applications submitted after September 2010. Tariff payments vary according to the dwelling size, ranging from £1,147 per studio flat to £2,492 for a 4 bedroom+ property. These contributions are used in the identification and improvement of suitable alternative natural green space (SANG) and strategic access management and monitoring (SAMM). There is the option for developers to make provision for alternative open space, which would be assessed against Natural England standards, rather than make a financial contribution. More information on the Woking Borough Council Strategy can be found here. Elmbridge Borough Council’s Policy CS13 of the Core Strategy prohibits housing within 400m of the SPA. Developments located 400m – 5km will be required to show that proposals avoid any likely significant adverse effects on the Thames Basin SPA by making contributions for SANG and SAMM.
